Belgrade - All political parties represented in the Assembly of Serbia agree that it is necessary for Serbia to have a Law on Secret Data Classification and they are ready to support the proposal for its adoption, but the Serbian Radical Party (Srpska radikalna stranka - SRS) would never agree to accept the proposals from non-governmental sector. Lady-Head of the ruling Democratic Party (Demokratska stranka - DS) MP group Nada Kolundžija, said that the majority coalition finds it very important to pass those laws, and that they would surely pass the Assembly procedure. She however, stated to propose that those two laws should be prepared in the Government and pointed out that she doesn't know what kinds of law shall arrive from the other sides. - Of course, we'll work on adoption of those laws - pointed out Kolundžija adding that one should absolutely harmonize the Law on Information with the things considered a secret, and those that are not considered as a secret. Opposition MPs consider that Serbia needs a Law on Secret Data Classification. Demo-Christian Party of Serbia MP, elected from the list of Liberal-Democratic Party, Vladan Batic, pointed out that his MP Club shall support draft laws delivered to the Assembly procedure by non-governmental organizations.- We shall support them, because that is purposeful and in line with the European standards. They would find absolute support - pointed out Batic. Stating the importance of the law, he evaluated that "taboos and certain mysteries obviously aren't just a part of a previous value system, but they find support also in the current power. - Having in mind all the sufferings Commissioner for Information of Public Importance is suffering, it is obvious that one tries to hide the truth and to falsify reality, and that is in line with return to the disfigured value system - stressed Batic. According to his words the biggest problem in Serbia is application of the passed laws, because the Commissioner for Information has authority based on valid decisions, but when they should be implemented, he faces problems. Socialist Party of Serbia MP (Socijalisti
ka partija Srbije - SPS) Rajko Baralic said that socialists insist on passing the law on information classification, because this is now abused, starting from the fact that someone can write to MPs that a salary of some public company manager is a secret. - This question is very important, because all serious states have such a law, and based on it classification of information is performed, both regarding their importance and the degree of confidentiality due to various reasons - from safety to economic ones - said Baralic, adding that SPS insists to pass the law as soon as possible. For the suggested changes of the Law on Free Access to Information of Public Importance Baralic says that it is "all on one's solemn word" and that the law states that the government shall be liable if the decision is not implemented.
- In any case, we shall support the proposed draft laws because we think that this law is one of the anti-corruption laws - said Baralic adding that correction of the Law on Public Procurements is also necessary. Vice-President of SRS Dragan Todorovic claims that radicals would never support any draft law compiled by any non-governmental organization. He, however, thinks that Serbia needs a law on secrets' classification, in order to prevent, for instance, managers of public companies and governmental agencies their salaries from the public.
- In that case, Head of BIA (Security Intelligence Agency) Rade Bulatovic wouldn't be able to tell that his salary is state secret, but would have to say how big it is - evaluated Todorovic. Speaking about the suggested changes of the Law on Free Access to Information of Public Importance, Todorovic stressed that there is a good law regulating that field, but that the Government of Serbia is obstructing its implementation. He added that the Government should be sanctioned for refusing to implement decision of the Commissioner for Information of Public Importance. SRS has the biggest number of MPs as a group in the Serbian Assembly, with 82 MPs and, except when speaking about Kosovo and Metohija and new Constitution, it has never supported any draft law proposed by the ruling coalition. The Youth Initiative for Human Rights has submitted on December 7 to the Assembly of Serbia 70,000 citizens' signatures for adopting the laws regulating secrets' classification and eliminates shortcomings of the current Law on Free Access to Information of Public Importance.
