The Commissioner for Information of Public Importance and Personal Data Protection forwarded the Ministry of Justice and State Administration the Model Law on Whistleblowing and Whistleblowers.
In this regard, the Commissioner, Rodoljub Sabic, has stated the following:
''The Model is the final result of the Project which was implemented for several months and which was realized by the Commissioner with the support of Great Britain and the Netherlands. Project implementation included round tables and discussions in 10 major cities of the Republic of Serbia where contact and quality communication were established with several hundreds of people – whistleblowers, journalists, representatives of the judiciary, representatives of the civil sector, etc. More than 50 NGOs have contributed to the implementation of the Project in various manners.
The Model Law itself was prepared by the Working Group established by me, which was composed of renowned experts in certain fields of law. Sasa Jankovic (Ombudsman), was the head of the Working Group, and the members included Jelisaveta Vasilic (member of the Anti-Corruption Council of the Government of the Republic of Serbia ), Prof. dr Branko Lubarda (Chairman of the Board of the Anti-Corruption Agency), dr Goran Ilic (Deputy Republic Prosecutor) and Nemanja Nenadic (Executive Director of Transparency Serbia).
In the course of their engagement on the Project, the members of the Working Group had the opportunity to consult renowned world experts, such as Paul Stevenson from Great Britain and, thanks to the support provided by JIRGA, Tom Devine and Mark Cohen from the USA.
The Model Law was, for the purpose of electronic public discussion, published on the Commissioner's official electronic presentation for 15 days. In the course of the public discussion, except for the affirmative notes, there were no serious objections to its content.
The Model Law received unanimous support at the coordination meeting of the representatives of anti-corruption authorities which was organized at the Anti-Corruption Agency on 23 April 2013.
The Model Law was very highly rated by the numerous participants of the large International Conference ''Protection of Whistleblowers'', held in Belgrade on 23 and 24 May 2013.
One of the distinguished participants of the Conference, Benjamin Buckland (DCAF), said: ''Serbia has got an opportunity to have one of the most progressive laws on the protection of whistleblowers soon". I agree with his opinion and I wish to believe that the Ministry and the Government agree with it, as well, and that this Model will, without delay, be given the form as provided for by the Government's Rules of Procedure and forwarded to the National Assembly for adoption."
