From late September 2014 to 12 November 2014, the Commissioner conducted a review of compliance of information booklets with the Law and the Instructions for Preparation and Publishing of Information Booklets passed by the Commissioner pursuant to the Law.

In this regard, the Commissioner finds it necessary to underscore that Ministries need to substantially reconsider the way they set about their duty to proactively publish information about their work, including in particular information about spending of public funds, and should approach this matter with much more discipline.

In the course of the review procedure, the Commissioner found that two ministries, the Ministry of Public Administration and the Ministry of Civil Engineering, Transport and Infrastructure, did not publish their information booklets on their official websites and sent them written warnings and soon after that the ministries prepared and published their information booklets. Suggestions for improvement of the content have been given to all ministries (except the Ministry of Education, Science and Technological Development, which had updated and meaningful information booklet).

Particularly important among numerous problems is the failure to publish information on budgets and public procurements, i.e. information in which the public is very often and absolutely legitimately interested, the publishing of which is a duty on which the Commissioner insists.
