01.12.2008.Commissioner for Information of Public Importance and Personal Data Protection has published a Guide through the Personal Data Protection Act.  This is a comment of the law which should make very abstract matter of the Law, by comparison with European standards and examples from international experience, clearer and more applicable for a very wide circle of subjects, who apply the Law, or who want to refer to it in order to protect their right. Authors of the book the publishing of which has been enabled by EU financing, are experts with recognized international experience. Circulation of 2,000 copies shall be distributed to users free of charge, and the Guide text has been also published on the web-site of the Commissioner, www.poverenik.org.rs, in the column Documents, under title Guides. The Guide shall be officially presented to the public at the international regional conference dedicated to personal data protection, that shall be held tomorrow in Belgrade.

In relation to that,  the Commissioner Rodoljub Sabic also stated the following: 

 „Our new Personal Data Protection Act should confirm its qualities and its shortcomings in practice. Of course, it is already now obvious that, according to the nature of the topic, it is a very abstract text. That fact, in itself, and especially combined with insufficient knowledge and lack of practically defined standards due to decade long omission of any seriously organized state action in this field must have for its consequence problems in accepting and understanding norms from this Law.  A special problem is represented by the cultural level of our society, regarding personal data protection, which is significantly below the European standards.  Even in the relatively short time in which I, together with the duty of the Commissioner for Information also perform the duty of the Commissioner for Personal Data Protection, I had a chance to face really flagrant examples confirming this.

Therefore, if one wants to decrease the risk from violating privacy, that is, of abuse of personal data, one of the most important tasks is to raise the level of privacy protection culture. That means, establishing a  relationship in which for the authorities and all the other subjects dealing in personal data processing, it would be a completely normal obligation to regularly do status analysis, estimate of threats and risks, formalizing of protection procedures in its internal enactments, and of course, and primarily, employee training.  That also means a real opportunity for the citizens to request protection of their rights, for which a prerequisite is that they would understand those rights, as well as that they know the procedure based on which they can protect them. This Guide, mostly  based on respect worthy knowledge and experience of Slovenian experts, shall I believe, be very useful to both sides."
