Commissioner for Information of Public Importance and Personal Data Protection, Rodoljub Sabic has welcomed the gesture of the Government of Serbia, the adoption of the Personal Data Protection Strategy. Evaluating that by the decision on adopting this document the Government has created an important prerequisite for undertaking measures and activities that should secure implementation of modern personal data protection standards into our legal system, the Commissioner, Rodoljub Sabic also stated the following:
„Implementation of modern personal data protection standards into our legal system, burdened with numerous solutions which are an expression of conservative opinions which give primacy to collectivism values and underestimate everything individual and private is an extremely complex task.
That task understands qualification (normative, staff, logistics, material) of independent state authority so that it can in real life perform supervision and enable application of new standards, then, big activities in normative sphere in the form of passing or changing a significant number of laws and regulations, and finally, very broad and complex education process, both of officials dealing in personal data processing and of the widest public about the importance, scope and reach of new standards. This is about things that must not be improvised, which must be based on pre-defined strategy.
The Strategy should and could have been adopted significantly earlier. My collaborators and I have already a year ago, in cooperation with the EU Commission experts prepared and delivered to the Government Draft Strategy, after which I have several times insisted on its adoption. The Strategy adopted by the Government has actually been just slightly changed. So, it might have been adopted also significantly earlier, which would for sure be good. Still, instead of grieving for missed things, one should acknowledge that it is good that the Strategy has been adopted and undertake everything in order to compensate for the loss.
So, as soon as possible measures should be undertaken that would secure beneficial effects of Strategy implementation. Therefore it is very important for the Government of Serbia to adopt the Action Plan as soon as possible, by which it would specify Strategy implementation, more precisely define specific tasks, carrier, deadlines and means for execution of tasks, and of course, liability for lack of performance.“
