Ecological incidents warn us that, in addition to repression, a better prevention is needed. Information on ecological incidents, as a fully reliable confirmation of irresponsible correlation with the biggest value we have - environment, always reminds us on numerous questions which remain to be answered properly. Since the responsibility always comes first, it is certainly interesting that, at least in the case of Beli Timok river, reaction of authorities, bearing in mind our situation, was unusually prompt and vigorous. Plants whose productions were suspected to have caused pollution of water, were temporary prohibited to operate, and the criminal proceedings were instigated against the responsible persons.

The famous Report about the Good Management of the Government for 2006 was published recently in Washington in the headquarters of the World Bank with positive marks given to Serbia. This is a document which the World Bank has been publishing every summer for the past ten years, which is a result of consideration and evaluation of several factors which are the presumptions of good management. Observation is made with respect to the efficiency of the administration, civilian freedom, political stability, legal regulations, corruption control and rule of rights.

Our law on free access to information foresees that ''everybody has a right to have access to information of public significance'', as well as that ''everybody has this right under equal conditions, regardless of citizenship, residence, i.e. place of living or personal characteristics such as race, religion, national or ethnical classification, sex etc.'' Such explicitly democratic and liberal approach enables a wide range of subjects to ask the commissioner for information for the protection of such rights. And in accordance with this, citizens and foreigners, people under age and adults, people of different nationalities, local and foreign companies, reporters and mass media, non-government organizations, political parties, and even agencies of the authorities revert to the commissioner.

Not even two weeks after announcement concerning disclosure of the Concession Contract for Horgos-Pozega highway to public, this has not been done. Namely, as Government quoted, publicity of the one of biggest investments in the country is presently unavailable due to Article 24, stating that the Contract may not be published.
