Biometry, security and human rights
Belgrade - We shouldn't resist the introduction of the new technologies and other methods, which could be, for example, useful in the fight against the criminal, but it's by the way necessary for establishing the mechanism by which the human right would be protected, ordered Commissioner for the information of the public importance, Rodoljub Sabic, on the public discussionBiometry, security and human rights in Media center.Rodoljub Sabic, appointed that Serbia is among the first European countries which would have biometrical identity cards, but one of the latest also, which doesn't have the law about the protection of the data about the person, appointed that nobody even demanded Serbia to have biometrical identity cards. Like an example of paradox, Sabic mentioned that many state officials are not, no more or less, willing to give the information about haw salaries are high, as long as there is a grate interest for the spreading the personal data of people.
According to his words, all the information that state has in its possession should be available for the public, except the small number, among which are exactly the data about the person.
Grate force today, as he explained, is the control, possibility of distribution and manipulating with the information.
Protector of people, Saaa Jankovic, he disapproved the fact that before passing the law of the identity cards, the serious analysis and security procedure about the sore system for the keeping the information of possible abuse, haven't been done.
- When the state is introducing the measures which bring into the question the freedom of the civil, it should be working only with clear reasons and justifiable - pointed out, Jankovic. He remained that the information can, according to the contribution of Serbia, be used, except for the reason why they have been collected, also in the case of the criminal prosecution and in order to protect the security of Serbia.
Dejan Milenkovic from the Comity of lawyers for the human rights, appointed that in Serbia, there's no global frame by which the question of keeping, management and use of the data of person, could be adjusted. He remained that in 1998. the law of the protection of the data of person, has been accepted, but never has been enforced. As he explained, the new suggestion of the law of the protection of the personal data, is in the procedure of the Parliament, and probably will be accepted by the emergency proceeding.
Milenkovic estimated, that the old protection of the data would lead to that, that some center of power, close to the MUP and security offices could, for example, publish the personal data of the citizens.
Public discussion of the biometry, Security and human rights, has been organized by the Center for civil-war relations.
