The Commissioner for Information of Public Significance, Rodoljub Sabic, stated yesterday that the manner in which the journalists were allowed to have insight into the Contract on Concession for the Highway HorgoS-Pozega had only symbolic, and not practical significance.'I think that it is pretty obvious that no one, not only a journalist but not even a legal expert having all the facts on the matter at his disposal, can benefit much from skimming through complex material like contract on concession even if it lasted for an hour or two', claims Sabic in his written statement submitted to the Beta news agency.
He estimated that such 'specific' way of accessing the information from the contract is not envisaged by the provisions of the Law on Free Access to Information.'The Law, in the Article 5, defines that the right to access information includes the right to have insight into the document and the right to take a copy of the document, and the seeker of the information is the one that decides on the manner in which he will fulfill his right, and not the government body', said the Commisioner in his statement. In his opinion, the best solution is to publish the document on the Government Internet web-site, because it is the best way to prevent a potentially huge number of requests for getting copies of the document.
