Already in 2005 we have adopted the Law on State Auditing Institution. The main body of that institution, Council, should have been elected within six months from the effective date of this Law, but it still hasn't been elected. Although even later, in the evaluation report GRECO for 2006 it has been pointed out to this problem, and the recommendation has been given to activate the State Auditing Institution without delay, the Council hasn't been appointed yet. However, the deadline for execution of this recommendation still hasn't lapsed, that is the end of 2007. It would be good that when we didn't respect our own deadlines, we should show that we can respect at least the deadlines of international initiative we're a member of.That would be really good, because this is not just about abstract relationship towards the obligations, but also about the things of exquisite specific importance. For instance, when Czech Republic, which has a much better standing in relation to the problem of corruption than we do, has a couple of years ago started the first serious attempts o external financial audit, it had to face the facts about illegal and unpurposeful utilization of public funds in dramatic scope. So, only in Prague, out of 133 controlled contracts, all were illegal. What is the situation in our country we can only guess. But whatever it might be, it is surely better to know, than to assume. And it is also high time to do so.Commissioner for information of public importance
