Recently I have in this very place written about an e-mail that has been sent to me by N.N. physician, and which contained amongst else: „I found out by chance that some protocols of the Urgent Medical Service in ... are lacking. I was told that even two years ago, many protocols have been moved to Ministry of Internal Affairs... for some investigation. Each of those protocols contains complete data of thousands of our patients - from names and addresses to Personal Identification Number, to complete set of medical data, diagnosis and therapy. I have been informed that there was no court order, but the inspectors from the Ministry of Internal Affairs and their lawyer have requested to be issued those protocols. This and similar cases that are probably happening in our country on a mass basis, create a feeling of complete lack of protection of the citizens, of pervasive power and arrogance of the police, as well as of return of this society into times that should have been left far behind ourselves".
A day ago, N.N. physician sent me an e-mail, writing: „Here, after my return from annual vacation I have found out that during that time Emergency Medical Care Service protocols have been suddenly returned. I don't know if that is a result of a certain initiative from your office, or simply someone from my collaborators on the job has just called the Ministry of Internal Affairs saying that this issue has been depicted, so they have hastily returned the protocols". I don't think that I have a special merit, because without legal and factual possibilities to react as a state authority the only thing I did is that I have publicly spoken about the problem, and I don't know if those who „dealt in" protocols really monitor „Blic" or Blog B92. But this news has rejoiced me, for whatever the reason, it is good that the protocols are once again in the right place. And even better is that the event shows us something very important regarding human rights. That in the fight for acquiring and protection of human rights decisive contribution should be given by the citizens themselves. Their readiness to point out to the problems in order to exercise and protect those rights, to openly speak about them, to ask for their resolving, to insist that this is not the only, but that it is at least in this moment, the basic and the most important assumption in our country to finally improve things in that field.
