Global Barometer of Corruption has recently been published, which is the result of the research of Gallup International on corruption in 69 countries of the world. It, as well as the more authoritative, Transparency International's Global Corruption Perceptions Index, unfortunately, indicates stagnation in fight against corruption.
As ‘'lately'' a lot has been done on adopting various documents, laws or international conventions, which are to serve as a normative basis for anticorruption actions, this repeated impulse should be understood as a warning that the focus of the fight against corruption should be in the real, not in the normative world. The fact that even our citizens' perception of international environment indicates stagnation in the fight against corruption requires taking real, especially preventive, anticorruption measures.
Thus, it should become a principle, an undisputable obligation that the public should have access to information regarding public funds and resources management. On condition that there is political goodwill, it is a relatively easily applicable, not very expensive, and confirmed by the experience of others, very effective remedy against corruption.
Even persecution authorities should, in the future, as it is indicative, pay more attention to cases of illegal withholding of information of public importance. Being the Commissioner I have been faced with many examples of this, such for example, PE ‘'Putevi Srbije'' (‘'road mafia'', and multibillion ,, budget exceed'') and PE ‘'Zeleznice Srbije'' (procurement of ‘'colorful compositions'' etc.) or the current NIS (very shady business), which indicate that often, almost as a rule, behind marked problems in communication with the public, far more serious problems such as irrational or illegal public resources spending, abuses and, of course, corruption, are hidden.
Only significant increase of transparency in public authorities' and public enterprises' operations can lead us to active anticorruption position, and enable us to hinder and prevent such cases, instead of dealing with their consequences.
